If you’re a homecare provider in the UK looking to secure long-term, high-value contracts, the newly released Southend-on-Sea City Council Care at Home Framework could be the most important bid you submit this year.

With an estimated value of £110 million over the full term and a projected £21 million in annual care delivery, this framework isn’t just about contracts — it’s about business stability, growth, and sector visibility.

  • Homecare: Daily living support, medication prompts, and personal care
  • Reablement: Short-term support to help individuals regain independence after illness or discharge

Where Will You Deliver?

The framework is split into seven lots across four geographic zones:

  • West
  • West Central
  • East Central
  • East

You can apply as a Lead Provider or Locality Provider — but with strict rules:

  • You can only win up to two neighbouring Lead lots
  • If you win a Lead lot, you’re automatically included as a Locality Provider in other areas
  • You can’t be both Lead and Locality in the same zone

Lead vs. Locality – What’s the Difference?

Lead Providers (3 total across the framework):

  • One per area
  • Manage referrals, capacity, and performance
  • Higher accountability, more strategic control

Locality Providers (14 total across the framework):

  • Multiple providers per area
  • Deliver packages commissioned by Lead or Council
  • A great way to grow without taking on full lead responsibility

Do You Qualify?

To apply, you must:

  • Be CQC-rated “Good” (or hold a PAMMS or equivalent local authority rating of “Good” or “Excellent”)
  • Hold £5M public and employer liability insurance
  • Have 300+ hours per week (Locality) or 600+ hours per week (Lead) delivered from a single office
  • Pass all compliance checks on safeguarding, continuity, finance, IT security, and business standing
  • Commit to securing a Southend-on-Sea office if not already present

After passing the eligibility checks, your bid will be scored on:

  • Technical quality
  • Mobilisation readiness
  • Workforce capacity & experience
  • Reablement outcomes understanding
  • Social value delivery
  • Pricing (but quality carries significant weight)

  • Clarification deadline: 13 June 2025 – 3:00 PM
  • Submission deadline: 20 June 2025 – 3:00 PM
  • Framework starts: 1 October 2025
  • Ends (if extended): 30 September 2030
