If you’re a care provider in the UK looking to secure long-term, high-value contracts, Hackney Council’s newly released Supported Living and Residential Services Framework might just be the opportunity you’ve been waiting for.

With a contract term of 5 years and the option to extend by another 3 years (on a 1+1+1 basis), this framework is set to transform how adult placements are commissioned across one of London’s most forward-thinking boroughs.

What’s Included?

The framework is split into three distinct lots:

Lot 1 – Supported Living (18+)
For adults with learning disabilities, neurodivergence, mental health conditions, and physical or sensory needs — including transitions and those with forensic histories.
Lot 2 – Residential Care (18+ and 65+)
Covering dementia, complex comorbidities, respite, and profound and multiple learning disabilities.
Lot 3 – Block and Fixed-Term Packages
For longer-term care tied to specific buildings or communities. Includes culturally specific provision and crisis step-down placements.

Why Should You Apply?

This framework replaces spot purchasing with a more transparent, competitive e-Brokerage system, giving approved providers a contract, visibility of placements, and more consistent income.

Here’s what makes it attractive:

No minimum financial threshold — accessible to providers of all sizes
CQC Good or Outstanding? You’ll be a Tier 1 provider with first access to placements
Not yet inspected? You can still apply and be placed in Tier 2
Annual re-opening — but why wait when early movers benefit first?

How Does the Process Work?

This is a two-stage tender:

Stage 1 – Pre-Qualification (PSQ) via ProContract
Stage 2 – Call-Off: Once approved, you’ll compete for individual care packages via Hackney’s new e-Brokerage platform

Lot 3 contracts will be awarded through mini-competitions.

Note: TUPE is not expected to apply to Lots 1 or 2. It may apply on Lot 3, and will be clearly stated in the call-off if so.

Key Deadline

Submission Deadline: 11 June 2025 at 12 noon

Approved providers will be admitted to the framework and gain access to placement opportunities throughout Hackney — with new packages regularly coming through the system.
