Compliance: The Non-Negotiables

Commissioners need to know that you’re safe, legal, and ready to deliver. No amount of great writing can cover for a lack of compliance basics.

CQC Registration

  • You must be registered with the Care Quality Commission (CQC) in England — or equivalent in other UK nations.
  • Registration should be active, not “in progress.”

Tip: Include your location(s) and service type — e.g., “Personal Care, Registered Location: East London”

Up-to-Date Policies and Procedures

Most bids require attachments or summaries of:

  • Adult safeguarding policy
  • Medication administration policy
  • Infection control protocols
  • Lone working and staff safety
  • Complaints and whistleblowing procedures

Keep these updated annually at minimum, and ensure staff know and follow them.

Insurance Documentation

You’ll typically need:

  • Public liability(min. £5 million)
  • Employers’ liability(required by law if you have staff)
  • Professional indemnity

Evaluators will check dates and coverage — expired or missing documents = instant rejection.

Mandatory Training Records

Evidence that staff are trained in:

  • Safeguarding (Level 2 or above)
  • Moving and handling
  • Medication
  • Infection prevention
  • First aid/basic life support

Some bids ask for percentages (e.g. “95% of staff trained in the last 12 months”). Track this!

Care Plans: Demonstrating Quality and Personalisation

Once you’ve proven you’re safe and compliant, the focus shifts to how well you care — and nothing demonstrates this better than your care planning process.

Care Planning Procedures

Be ready to describe how you:

  • Conduct initial assessments (including who does them and how)
  • Co-produce care plans with service users and families
  • Review care plans regularly (e.g., every 6 or 12 weeks)
  • Adapt care plans in response to changing needs

Person-Centred Evidence

You need to show not just that you do care planning, but that it’s genuinely person-centred.

Include:

  • Examples of preferences being respected (e.g. religious, dietary, routines)
  • Inclusion of service users and families in reviews
  • Evidence of flexibility/adaptability

Your plan should cover:

  • Staffing shortages
  • Power or tech outages
  • Pandemic or flu outbreaks
  • Adverse weather conditions

Include a real or redacted copy as an attachment when allowed.

Workforce Strategy

You’ll often be asked how you:

  • Recruit new carers (especially for block or growth contracts)
  • Retain staff in a competitive market
  • Manage capacity during onboarding
  • Train new staff quickly without quality dips

Strong answers include:

  • Partnerships with training providers
  • In-house recruitment teams
  • Incentives or career pathways
  • Use of bank staff or “float” carers

Digital Capability

More and more commissioners are requiring digital monitoring.

Have answers for:

  • Electronic call monitoring (ECM) systems used
  • How you report missed calls or late visits
  • How family/commissioners can access real-time info

Example:
“We use [App Name] to track every visit in real-time, with alerts triggered if a carer hasn’t logged in within 10 minutes.”

These aren’t always mandatory, but they boost scores — and help differentiate you.

Capture and include:

  • Quotes or testimonials from service users/families
  • Complaints trends + learning

Quality Assurance Audits

Show how you monitor yourself:

  • Spot checks

More contracts now ask what you’ll “give back.”

Be ready to offer:
